Parish Councils

According to the Church’s Code of Canon Law (CCL), the Internal Ordering (Title III) of Particular Churches (Section II), in the Hierarchical Constitution of the Church (Part II), as the People of God (Book II), each parish is required to have a finance council and, if appropriate, a pastoral council (see CCL, cc. 536-537) — thus, *two* parish councils. The purpose of these parish councils is as follows:

The Parish Finance Council (PFC)

  • In each parish there is to be a finance council which is governed, in addition to universal law [see CCL, cc. 492-494], by norms issued by the diocesan bishop and in which the Christian faithful, selected according to these same norms, are to assist the pastor in the administration of the goods of the parish… (emphasis added; CCL, c. 537).

Note: the parish bookkeeper (Brenda Oster) attends each PFC meeting in order to present the parish’s financial reports to the PFC. An appointed person also functions as the secretary (Jan Skott), who records the minutes of each PFC meeting. However, they are both not members of the PFC.

The Parish Pastoral Council (PPC)

  • If the diocesan bishop judges it opportune after he has heard the presbyteral council, a pastoral council is to be established in each parish, over which the pastor presides and in which the Christian faithful, together with those who share in pastoral care by virtue of their office in the parish, assist in fostering pastoral activity (emphasis added; CCL, c. 536.1).
  • A pastoral council possesses a consultative vote only and is governed by the norms established by the diocesan bishop (emphasis added; CCL, c. 536.2).
